Problem with reporting of exclusions data

Currently the SIMS application is reporting exclusions data where the Exclusion Review Date is in the range 22/04/2019 to 31/12/2019 (inclusive), when it should be reporting exclusions data where the Exclusion Start Date in in that range.  In many cases where Exclusion Review Date is in the said range, the Exclusion Start Date will also be in that range and vice versa.  However, it is also possible for this not to be the cash, which will then lead to either that exclusions being reported when it should not be or that exclusion not being reported when it should be.

When the above problem leads to the report of an exclusion when it should NOT be reported it will be detected by DfE validation rule 2290, but when the above problem leads to an exclusions being reported when it should not be, DFE validation will not detect this.

With the above in mind, we recommend that schools do not upload their return to COLLECT if they receive validation error 2290 and where they don’t receive validation error 2290 that that they only upload to COLLECT if they are sure that this issue has not lead to one or more exclusions not being reported in the census.

We are working on a database patch to deal with this issue as a matter of urgency.
